Moving the Children's Home

The Omwaana Tugende Children’s Home (OTCH) is a home for abandoned or dangerously vulnerable children. It is the only children’s home in the district of Kakumiro, an economically deprived rural area in western Uganda. The children are brought to the Home through the District Probation Office with court orders. The Home is also registered with the Ugandan Ministry of Gender Labour and Social Development. It is run in accordance with Ministry guidelines, has a very active resettlement programme, resettling children with local Ugandan families and, although it is in a remote rural area, is considered a model home. 

Since its opening in 2012, more than 300 children from vulnerable backgrounds have passed through or been supported by the Home. There are 64 children aged 4 to 14 years old in the home today. Many of them have gone through deeply traumatizing experiences. There are 10 full-time members of staff, including two social workers, who live in the Home and take care of the children.

El Hogar Infantil Omwaana Tugende (OTCH según sus siglas en inglés) es un hogar para niños huérfanos o especialmente vulnerables. Es el único hogar infantil en el distrito de Kakumiro, una zona rural y económicamente desfavorecida en el oeste de Uganda. Los niños llegan al hogar a través de la oficina de servicios sociales del distrito por orden judicial. El hogar está registrado en el Ministerio de Trabajo, Género y Desarrollo Social. Administrado acorde con las directrices del Ministerio, el hogar tiene un programa de acogida muy exitoso, encontrando familias locales que acojan a los niños. Aunque se encuentre en una zona rural remota, es considerado un modelo a seguir. 

Desde su apertura en 2012, más de 300 niños vulnerables han pasado por el hogar o han sido apoyados por el mismo. A día de hoy, hay 64 niños de 4 a 14 años en el hogar, muchos de los cuales han vivido experiencias profundamente traumatizantes. En el hogar trabajan 10 empleados a tiempo completo, entre ellos dos trabajadores sociales internos, que se ocupan del cuidado de los niños.

Currently, the Omwaana Tugende Children’s Home is at the side of the Marram Road which runs from Kakumiro to Hoima. In 2016 crude oil was discovered in Hoima District. As a result, the Ugandan government, in collaboration with China Wu Yi Co. Ltd., is constructing a major four-lane tarmac road that runs past the Children’s Home on its way to the new oil site. This new road poses a major safety risk for our children who walk one kilometre down it and cross it in order to commute from the Home to school. They do this four times a day. Already, on the old Marram Road, 4 children have been hit by vehicles and two were seriously injured. The new road will be even busier with large trucks carrying machinery and produce and travelling at high speeds.

As a result, AATO wants to relocate the Home to farmland the NGO has purchased behind the primary school our children attend and where they can live and walk to school safely.

Once the new Home is constructed, our objective is to turn the current Home into a technical college for young women in the area. Fewer opportunities for young women lead to early pregnancies and/or marriage which seriously hinders their education and professional progress. 

This is a systemic issue in Uganda, where around 35% of girls drop out of school for these reasons. Therefore, turning the current Home into a technical college for young women, focusing on business training and accounting skills, would provide a great opportunity for many young women in our community.

The technical college will be run by Adelante Africa with the help of the District Educational Authorities and the Ministry of Education.

El Hogar Infantil Omwaana Tugende actualmente se encuentra cerca de una carretera compuesta de tierra que une Kakumiro y Hoima. En 2016, una reserva de petróleo fue descubierta en el distrito de Hoima. Debido a ello, el gobierno de Uganda, en colaboración con China Wu Yi Co. Ltd., está construyendo una gran autopista que pasará muy cerca del Hogar Infantil de camino a la nueva reserva. Esta nueva carretera supone un enorme riesgo para los niños, que deben andar un kilómetro al borde de esta cuatro veces al día, para ir y volver de la escuela. En la antigua carretera cuatro niños ya fueron atropellados, dos de ellos resultando gravemente heridos. La nueva carretera será mucho más transitada, especialmente por grandes camiones trasladando maquinaria y productos a gran velocidad.

En consecuencia, queremos reubicar el hogar infantil a un terreno adquirido por Adelante África y que se encuentra detrás de la principal escuela a la que asisten los niños, pudiendo así vivir, y andar a la escuela, sin peligro.

Una vez haya sido construido el nuevo hogar infantil, nuestro objetivo será transformar el hogar actual en una escuela técnica para mujeres. Las escasas oportunidades de las mujeres jóvenes están relacionadas con mayores incidencias de embarazos prematuros y matrimonios infantiles, que a su vez dificultan seriamente el progreso educativo y laboral de las mismas. Es un problema estructural en Uganda, donde alrededor del 35% de las mujeres dejan el colegio por estas razones. La transformación del hogar en una escuela técnica para mujeres jóvenes, con especial atención al entrenamiento empresarial y financiero, así como la contabilidad, proporcionaría una gran oportunidad para muchas mujeres jóvenes en la comunidad. La escuela será dirigida por Adelante África con ayuda de las autoridades educativas del distrito y del Ministerio de Educación.
